Passed in July 2026, the RIPOST Act drastically tightened penalties. The fixed fine (Amende Forfaitaire Délictuelle) for possession or use in public spaces has increased from €200 to €500 in Lyon and nationwide. Driving under the influence results in immediate license cancellation.
Following the May 2026 DGAL directive, Lyon's CBD shops face strict rules. Raw flowers, hash, and e-liquids (< 0.3% THC) remain fully legal. However, all ingestible CBD products (oils, gummies, infusions) are banned from retail pending European Novel Food authorization.
The national medical experiment has ended, but full general prescription access has been delayed. Current patients in Lyon hospitals maintain their access, but generalized prescription by general practitioners is not expected until the HAS finalizes guidelines in early 2027.
